Ticks don't need a forest. Tall grass will do.
Ticks are most often found in grassy, brushy, wooded, and shaded areas — but they can just as easily hide in tall grass, leaf litter, and the overgrown edges of an ordinary suburban lawn. The longer the blade, the more humidity is trapped at the soil line, and the more comfortable the conditions become.
